Information GPG Strategy / Investment Plan
Development/Approval Process
The development of the information GPG strategy and Investment Plan will build on the relevant work to date and be carried out as follows:
- Define Users and Needs: CIO Office conducts a formal user needs study and analysis to identify key customers for information GPG's and identify key needs from both content and usage perspectives (see section "Detailed User needs Study for Information GPGs")
- Validate Users and Needs within CGIAR: CIO Office assesses needs and users (result of above study and other inputs) through a short online consultation between the CIO, ICT-KM Program Support Group, partners and CGIAR staff members representing interest groups and communities selected by each Center (This will be a time-limited consultation requiring relatively little time by each participant.)
- Develop Information GPG Strategy/Investment Plan: CIO Office develops new information GPG strategy and proposed Investment Plan through virtual work involving CIO, several external stakeholders, and a few key staff identified by Center DGs (Investment Plan will include description of process for project selection, ToR and proposed candidates for Projects Review Committee, criteria for the selection of projects and guidelines for the elaboration of projects). In developing this strategy and plan, linkages will be made with the existing proposal entitled: Collective Action for the Rehabilitation of Global Public Goods in the CGIAR Genetic Resources System: Phase 2.
- Obtain Peer Review: CIO circulates strategy and investment plan to key stakeholders both within and external to the CGIAR and makes necessary revisions
- Obtain CIO Management Endorsement: CIO submits drafted strategy and proposed Investment Plan to CIO Management for comments and endorsement (following revisions)
- Obtain Alliance Executive Approval: CIO Management submits revised document to System Office Oversight Committee to obtain approval of Investment Plan by the Alliance Executive (This step will also obtain final decisions on membership in the Projects Review Committee)
- Develop Call for Proposals Process: Projects Review Committee, with CIO Office support, develops an open call for proposals process (support of the Internal Audit Unit will also be provided).
Institutional Arrangements
These activities will be implemented and managed by the CIO Office, and led by the CIO.
Monitoring and Evaluation
These activities will be monitored and evaluated as part of the regular ongoing Program- level M&E efforts.
